#1 check the sender details
Hover your mouse over the sender, checkout that address!
#2 hover over the hyperlinks to see if they actually point to PayPal
That hyperlink is not to PayPal
#3 determine that it is definitely a phishing email!
#4 report it to Microsoft
Report that phishing scam 🙂
